Scott Paul is the Senior Humanitarian Policy Advisor at Oxfam America, where he leads the organization’s advocacy on Somalia, Yemen, and a number of cross-cutting humanitarian issues.

Previously he worked for CIVIC, an organization that seeks to make warring parties more responsible to civilians. Scott initiated CIVIC’s work on the conflict in Somalia and directed its Making Amends Campaign. He also served as deputy director, government relations at Citizens for Global Solutions, where he led coalition-based campaigns to promote a vision of US foreign policy centered on cooperation, pragmatism and the rule of law. Scott’s experience in Eastern Europe and Central Asia includes work on human rights, elections, and public health. He is proud to have been one of SustainUS’s co-founders and its first Chair.

A frequent public speaker and media spokesperson on his areas of expertise, Scott is a graduate of Columbia University and the New York University School of Law.
